Answer : If Quetzalcoatl is in an Expedition (because it was Asleep or Anchored for example), you draw a card for each opponent that draws during Morning.

Question : Do I draw one or two cards with Quetzalcoatl if my opponent Resupplies twice, for example thanks to the rare version of Harvest?

Answer : As of this ruling, there is no possible way to Resupply two cards simultaneously. If your opponent Resupplies twice, he's first drawing the first card, then the second, which means you'll draw twice.
